Job Description

Responsible to:  Board of Directors

Full Time/Exempt

General Responsibilities:  Ensures the development, oversight and application of the Agency mission, policies, goals and objectives in the areas of finance, personnel, programs, services, community relations and facility maintenance.  Ensures compliance with applicable local, state and federal standards.  Regularly update the Board of Directors.  Plans the direction of the Agency.

Specific Duties and Responsibilities:  Directs the long-range planning, policy development and decision making for the Agency; Provide leadership in determining and communicating the mission of the Agency.  Ensures that programming is mission driven; Ensure compliance with all applicable state and federal laws and regulations; Interact with government and professional organizations to advocate legislative and policy changes; Advise the Board on operational, programmatic and fiscal matters; Ensure the Board Chairperson is updated regularly between Board meetings on any issues of importance; Attend Board and Committee meetings and prepares reports to present.  Ensures the Board agenda and minutes are prepared; Ensure that policy changes and updates are presented to the Board for approval;  Ensure that the Board membership terms are renewed as they come due; Orient new Board members to the Community Action history, Agency programs and Board responsibilities; Creates and maintains a Team environment.  Is a good Teammate as well as a Team Leader;  Interview for Agency Directors when there is a vacant position.  Orients new Directors to their position and expectations; Maintain open and frequent communication with Agency Directors.  Give guidance when needed and requested; Ensure that the new Directors understand the guidelines for the programs they are responsible for.  Help the Program Directors develop a relationship with their funders; Assist Directors with developing staff and re-organizing of areas of responsibility where appropriate.    Responsible for final approval of hiring and termination of staff; Work with the Director of Fiscal Services in making sound financial decisions, evaluating cost containment measure and ensuring audit compliance; Assist in all Agency audits; Maintain both authority and responsibility for the Agency budget.  Evaluate projected major expenditures; Oversee the process of planning, development and implementation of Agency programs; Develop and coordinate a system of cooperative planning and problem solving across program departments; Ensure the investigation of critical incidents including follow-up and/or corrective action; Maintain a working relationship with local civic leaders and community organizations to enhance services to Agency consumers; Represent the Agency in community activities, collaborative groups, committees and other forums; Work cooperatively with community groups, meeting with individuals and groups concerning Agency issues and resolving questions and concerns; Evaluate and develop plans for achieving the effective allocation and utilization of building space to meet the changing needs of the Agency;  Maintain and increase knowledge and skills through attendance at meetings, conferences, training seminars and in-service training sessions; Attend meetings and serve on temporary committees, as requested.

Job Requirements

Bachelor’s degree a must, Master’s degree preferred in social services or a related field.  Minimum of five years relevant management experience with progressive levels of responsibility at an organization of comparable size with multiple focus.

Knowledge of:  Agency mission, goals, objectives, policies and procedures; federal and state standards and regulations governing the administration and operation of the Agency’s programs, services and departments; auditing requirements; non-profit structure and processes; budget development and administration; cost analysis methods; strategic planning; quality assurance goals, policies and procedures; funding sources; grant application resources and relations; crisis intervention techniques; supervisory methods and practices; and employee training and development methods.  Understands rural poverty.

Skills in public relations and communications.

Ability to:  identify future needs of the Agency and develop plans to meet them; identify and use state and federal resources; identify and use grant resources; allocate funds based upon availability and need; demonstrate strategic analysis and planning; demonstrate fiscal responsibility and utilization control methods; interpret and apply rules, regulations and standards; define problems, collect data, establish facts and draw valid conclusions; handle routine and sensitive inquiries; prepare accurate and complete reports; resolve problems involving several variables; communicate effectively in written and oral form; present a professional image to the public; collaborate effectively with other community agencies; maintain confidentiality; maintain a positive work environment for employees; ensure the quality of work as measured against established standards;  and develop and maintain effective working relationships with the Board of Directors, Agency directors and staff.

Will be required to work evenings, weekends and holidays and to respond to crises as needed.  Required to travel to Agency facilities and community locations.  Overnight travel will be required.  Valid driver’s license and automobile insurance required.  Driving record must meet Agency standards.  Must be able to pass both the BCI and FBI background checks.
