APRIL 2020: Fiscal Manager at Ashtabula County Community Action Agency in Ashtabula, OH
Basic Function: Ensure timely and accurate record-keeping and reporting for all Head Start fiscal operations. Assist Agency Fiscal Director and Program Director with Head Start budgeting, accounts payable and reporting as stated in the Head Start Performance Standards. Monitor and analyze fiscal systems. Seek additional funding opportunities for the Program.
Major Responsibilities and Key Tasks: Maintain detailed budget reports for Head Start; Responsible for accounts receivable for Head Start; Monitor contracts with outside agencies; Prepare, analyze and submit reports, as well as back-u documentation, to insure Head State Performance Standards and ACCAA Fiscal Policies/Procedures are met; Assist in creating annual budget; Oversee responsibilities and duties of Fiscal Assistant; Develop and oversee internal controls to insure compliance with Head Star fiscal standards and Uniform Guidance requirements; Present fiscal reports to Policy Council; See and complete applications for additional funding to support the Program.

Education/Experience: Baccalaureate Degree in accounting, business, fiscal management or related field. Experience writing grants/funding applications.
Additional Requirements: An available licensed vehicle, a valid Ohio Drivers License and insurability monitored by ACCAA insurance carrier; Completion of background checks including BCI, FBI, sex offender registry and child abuse and neglect registry; Perform duties as assigned; Pass initial and regular drug screenings.
