The three member Board of County Commissioners forms the main administrative agency of the county: Kathryn L. Whittington, J.P. Ducro, IV, Casey R. Kozlowski. The Board of Commissioners approves the annual budget, levies taxes for county purposes, issues bonds for capital improvements, and serves as the purchasing and contracting agent for the County. The Board controls county-owned real and personal property. In cooperation with the County Engineer, the Board approves the maintenance and construction of county roads and bridges. The Board of Commissioners has direct authority over the following departments: Building, Commissioners, Community Services and Planning, Dog Warden, Emergency Management/911, Environmental Services, Lodging Tax, Maintenance, Risk Management. Also, in addition to the above listed departments the Board of Commissioners also have direct authority over the Ashtabula County Department of Job and Family Services and the Ashtabula County Nursing and Rehabilitation Center.
